Is it real to configure two sip providers on CUBE HA (active-standby) model?

Sure, I have few customer with such deployment, you will just need to identify and route (via dial-peers) which calls go to which provider.

In addition to that, you can also server group feature that allows you to create multiple destinations in a group and point that group in a single dialpeer .

talking about HA for a call from CUCM to external; use a RG with top down, containing both CUBES.
Incoming calls from external: use preferences on your dial peers and always use OOB pings to allow status checking on your dial peers, allowing automated fail over.
