We have a connect FXO Port to PABX
and setup SIP dial-peer voice 1 voip to Cisco Router Voice Gateway
Does we need to CUBE License for SIP dial-peer voice 1 voip ?
and PVDM Module For FXO Ports

You need PVDM yes, 'cause you need to convert analog voice to VoIP...but depend of NIM card...
Also, you don’t need CUBE license.

If you have an ISR 4K or newer the FXO and FXS cards has built in DSP resources, so you do not need to have any additional PVDM and with the described setup you do not need any Cube licenses as that is only needed when there are two VoIP dial peers in the calling path. Your setup has one POTS and one VoIP dial peer, so not falling in the requirements for when Cube licenses are required.

After further research, NIM FXO card for c8300 are the same than ISR4K.
So, this NIM cards have dedicated DSP on the module during purchasing, and it will be used for TDM analog voice services...

As @Roger Kallberg explained, CUBE licenses are needed for two VoIP legs, in your case, CUBE isn't required.
PVDMs are needed for T1/E1, but not for FXO, as the DSP in the FXO module handles the work without extra PVDMs.
