maybe your ".iso" file is corrupted..
try an iso from another source or download from cisco download website..
also, when you are installing CUCM on an ESX server, or your laptop (as vmware workstation),
make sure your system has enough CPU,RAM,HDD to assign for CUCM vm..

I've noticed this issue with CUC 15, even with different OVA versions. Since I haven't visited the site in recent weeks, I haven't worked much on it. I plan to open a case, as this seems like buggy behavior. Open a case and see what TAC says.
