this is by design,don't delete,just disconnect themor connect them to a bogus network..

you can do this sequence >> 349 167 2850 *#this will wiped completely your phone of anything..and then only network framework will be loaded & next person which use this phone, must power it on only by adaptor & give manually firmware by TFTP..

AFAIK, you can only give FTP, SFTP with username & password.. (in CDR Management)there is no such setting you mentioned in CUCM to do that..
