Hi All

In a CUCM 11.5 , how many ip phone can be performing firmware upgrade at same time?

its not a matter of how many can up grade at the same time, because that could easily swamp WAN links in a centralised setup (believe me I have seen this happen).  

have a look at a feature called peer firmware sharing, that might help you:

Totally agree with Dennis but FWIW there is an advanced Service Parameter on the Cisco TFTP service in CUCM that allows you to adjust how many concurrent files it will serve. This is pretty obscure though and I would never suggest adjusting it down. The contextual help gives you guidelines of when it can be increased - if running a dedicated TFTP node.
