CUCM 12.5 call come in, but not out

Hey all, we had to replace our router with a  T1 module attached we use to go outside on calls.  I've configured everything the same, calls now come in but cant go out.  When attempting to call out you get a busy signal.  The router has a T1 module attached with two ports, both are registered at the gateway in the call manager.    Anything obvious I can look at? Call manager and router are setup same as they were before.  I have Route Group/list/patterns configured.  No partitions anywhere.  According to the route pattern, dialing 99 and a number should go straight to the gateway that's registered, but we just get busy signals.  I don't know what else to look at. Solution: Delete everything and re-add.
