CUCM 12.5 error updating user locale, english united states

I run a CUCM with a couple thousand endpoints. 

For some reason, any endpoints I check status on show "[15:39:35 04/22/22] Error updating user locale"

I run default network and user locale United States / English United States respectively.

 

config files on phones (http://hostname:6970/SEPmacaddress.cnf.xml.sgn) show:

<userLocale>
<name>English_United_States</name>
<uid>1</uid>
<langCode>en_US</langCode>
<version>12.0.0.0(1)</version>
<winCharSet>iso-8859-1</winCharSet>
</userLocale>
<networkLocale>United_States</networkLocale>
<networkLocaleInfo>
<name>United_States</name>
<uid>64</uid>
<version>12.0.0.0(1)</version>
</networkLocaleInfo>

 

CLI on the nodes, I run file list tftp *united* and see:

admin:file list tftp *united*
<dir> english_united_states
<dir> united_states

 

What am I missing?  Is this a case sensitivity issue? Kind of at a loss

can you share the "show version active" . i assume you are using 12.0 locale.

 

If its 12.0, kindly install the versions Locale Installer - 12.5(1.1000-1). You can get the latest local from below link.

I thought maybe that was the issue Friday, so I jumped on Cisco software downloads, but I couldn't locate English United States on that page.  Closest is English, United Kingdom.  Is there another location that I can pull down the Default 12.5 United States English Locale installer?
