CUCM application dial rule integration with external DB

I want use CUCM application dial rule for jabber user

but there are thousands of dial rule for PSTN 

so i want to know that the CUCM can integration with external DB to do this ?

Probably the only way to do that, would be to use the External Call Control feature in CUCM
