The Cluster can ping hostname each other,but when I use RTMT,the publisher "Replicattion Status" is 4,subscriber is 0.CUCM version is 7.0.1.11000-3.

Check your NTP time is insync on the publisher.
Sometimes simply rebooting the publisher and or the subscriber will get it back. If it's a new setup, and you have wasted more than 4 hours trying to fix the subscriber, reload it. It only takes 1-2 hours to reload it and set it backup.
