The problem began in all the DN connected to my CUCM at once. They dail out using a translation pattern begining in *9, the calls are working, but no dail tone is heard when pressing 9.
The right box to enable tone in the translation pattern is checked.
What else can I check?

There must be another pattern without the Provide Outside Dial Tone box ticked. It is played after a digit is entered that rules out all patterns without that option.

The way secondary dial tone works is that when all remaining possible matches all have the "Provide secondary dial tone" checkbox checked, that is the point at which CUCM provides secondary dial tone. If even one remaining potential matching pattern still under consideration does not have that box checked, then CUCM does not provide the secondary dial tone.
For instance, if you have a translation pattern with *9XXXXXXXXXX and secondary dial tone checked, but there is another pattern *911 (for instance) that does not have secondary dial tone checked, then CUCM will wait for the *911 pattern to be excluded (by dialing a * 9 and then some other digit that is not a 1) before providing the secondary dial tone.
So, as Johnathan suggested, look at all of your patterns that start with *9 (could be a route pattern, translation pattern, anything) to find the pattern (or patterns) that does not have the checkbox checked. You can use the Route Plan Report to look for all patterns that start with *9 to see a full list.
