Have CUCM any license for 1-5 phones but free?

Starter bundle can only be purchased along with be6k and that just once.

From April you can only order flex. There is no such license which you are looking for.

There is no such free license for just a few phones, you can either use the CUCM in the 90 days period you get before any MACDs are locked, or you can buy an NFR license if you're with a partner and you get a few licenses to test various products.
