CUCMBE 8.6 - 7965 phone error pass limit

Hello,

I have a phone that displays the error message "error pass limit".  When I research this I found two causes, having an incorrect busy trigger or too many unassinged DN.  We deleted all unassiged DNs and have made sure that max number of calls and max busy trigger are set to 4 and 2.

Wondering how to figure out the maximum number of DNs allowed in the system.

Firmware being used is 9-2-1. 

If anyone has any ideas please let me know.

CUCM doesn't have a max-dn command, that's for CME.  Is there a DN assigned to the prime/top button of the 7965? Usually this happens when you have the only DN on the phone associated to a button other than the prime line.
