File CCM20100201020059609.lic is NOT a DLU license. For DLU license, it should say:
"INCREMENT PHONE_UNIT cisco 7.0 permanent uncounted"
Your file says:
"FEATURE CCM_NODE cisco 7.0 permanent uncounted"
Whoever gave you the license file gave you the wrong one.

Hey Michael,
Good job spotting the missing files here (+5 points for sure)
Bala....don't forget you really need 3 .lic file (either separately or all in one)
1. SW feature License (you're good here)
2. Node License (you're good here)
3. DLU/Phone Licenses (you're missing these)

Can you please forward the license file as soon as possible to;

Could you go to the CUCM publish comand line and get the screen output of the following command?

I don't see the DLU license in database. If you're pretty sure the file has been uploaded, do the following:
1) Use command "file delete license xxx.lic" to delete the file. Where "xxx.lic" is the actual license file name.
2) Upload the license file again.

I have upload two files, lic unit report file & lic file upload, we have install CUCM 7.1, in CUCM 7.0 I have never face any issuse in lic upload.
Alos I have delete the lic file upload again, even format the HDD and install the callmanagfer software again also, but still my device feature lic show it is in demo mode.
Please give me any suggestion to solve the issuse.

Would you mind share your license files? From the database output, you don't have any formal DLU file uploaded.
The file CCM20100131211646504.lic you uploaded is just a node license.
