Hi,
If a route pattern has route list which has standard local route group then Device pool comes into the picture.

for example:
i have 5 sites: A,B,C,D, E and
each has local gateway: GA, GB, GC,GD, GE.
if you have to route calls through local gateway for each site your configuration will look like this.
Route pattern 1: 9.XXXXXXXXXX ----> Routelist1---> RouteGroup-->GA
Route pattern 2: 9.XXXXXXXXXX ----> Routelist1---> RouteGroup-->GB
Route pattern 3: 9.XXXXXXXXXX ----> Routelist1---> RouteGroup-->GC
Route pattern 4: 9.XXXXXXXXXX ----> Routelist1---> RouteGroup-->GD
Route pattern 5: 9.XXXXXXXXXX ----> Routelist1---> RouteGroup-->GE
imagine you have 50 sites, imagine the number of routepattern you will have.
now if you have Local Route Group:
it becoms as simple as:
Route pattern1: 9.XXXXXXXXXX ----> Routelist1---> STANDARD LOCAL ROUTE GROUP.
you will still need route group for each site with their respective gateway in it and you would attach it to in the device pool.
So the call flow would be with a single Route pattern: 9.XXXXXXXXXX
userA----->9.XXXXXXXXXX ----> Routelist1---> STANDARD LOCAL ROUTE GROUP.----->DevicePoolA(GA)---->PSTN
userB----->9.XXXXXXXXXX ----> Routelist1---> STANDARD LOCAL ROUTE GROUP.----->DevicePoolB(GB)---->PSTN
