Can we push dial rule to third party sip phone as to 7940/7960?

SIP is standard based as you know so anything which you are trying to do could be supported by a vendor other than Cisco i.e. 3rd party.

Actually, Cisco SIP phones have many features that are controlled via the configuration files and not the SIP protocol.
For example, dial rules and softkeys templates.
