Based on the configuration guides for DVO like the one below it looks that VPN is a must

Thanks for your response. the link specifically states about the Reverse configuration. what I'm confusing is regarding the the DVO Forward configuration.

HI Kennedy,
As per CUCM 9.x and 10.x SRND
The Mobile Client Calling Option field of the mobility profile has no impact on DVO operation; regardless of the setting, the Cisco Jabber client makes DVO-R calls when enabled for DVO calling. Dial via Office Forward (DVO-F) is not a currently available calling option.
