Hi,
I am making a cluster for CUCM VERSION 9.1, there is no internet access for this subnet.
Can I enter licences Manually?

Yes. Follow the documented process except for entering the PAK directly you can Generate License Request. I believe the licensing tool will accept this when activating the PAK online. If not just email GLO licensing@cisco.com with that request file attached and the PAK asking [nicely] that they activate it for you.

I think u might have got PAKs for licnese.
