EMCC Login is Unavailable (23)

Hi all,
I setup EMCC between two clusters, one is 8.5.1. version (Cluster 1) and second is 11.0.1 (Cluster 2).
In first case, my phone was registered to Cluster 2. Using End User configured on Cluster 1, I was able to login to EMCC service sucessfully, phone reset and registered to Cluster 2.
In second case, my phone was registered to Cluster 1. Using End user configured on Cluster 2, I was not able to login to EMMC service, the error was : Login is Unavailable (23).
As first case worked, I am not sure what could be the problem with second case. I tried to Update Remote Cluster from both sides, I checked User Management -> End User -> Service Settings -> Home Cluster is checked as well as Enable Extension Mobility Cross Cluster.
Please assist.

Dear Shashank ,
I followed exactly steps from the documentation you have provided, but at the end I got the same error while trying to log in to the EMCC service : Login is Unavailable (23) altough from the steps everything looks fine at mine clusters.
Any other idea?

Did you configure the user for EMCC and mark the check box for home cluster on the user configuration page?

Yes, the check box is marked, please find screen shoot attached.
Any other ideas what could be the problem? I went again through configuration and everything seems fine.

I was having the same error on all my clusters I was trying to log into. My problem was fixed by checking something that now seems obvious that I looked over several times. In Advanced Features -> Cluster View I did not have the enable checkbox for EMCC and PSTN Access checked. Even though it showed remotely activated and passed the EMCC validation test what ultimately allowed me to log in was checking the “enable” checkbox and then clicking the “Update EMCC Remote Cluster Now” on all the clusters. Then I was able to log in.
