Are the phones loaded with 3PCC firmware or not? 

Look at the back of the phone.  Look at the "Model" of the phone if there is "3PCC" in it or not.  If it is NOT loaded with 3PCC then you will need to convert the phone firmware from Enterprise to 3PCC -- for a fee.

I have CME version 12.0

the phones have cp-8851-k9 V11

the phones have cp-7811-k9 V05

As per my knowledge configuring the SIP phones on CME is possible with CLI and not with WEB. for SCCP phones we can do that with CME GUI.
