Is it possible to install a stand-alone copy of ELM for the sole purpose of monitoring license usage in an 8.6 UC environment? Meaning, no 9.X anywhere (at least for a few months)?
What would prevent this scenario from working properly?

As stated above there is equivalent to ELM in version prior to 9.0. They can use User Count Tool UCT to see how the translation would be done when going from DLU based licensing to ELM, but that's about it.

No, ELM is 9.X concept and was not needed in prior version as user based licensing was never used.
What are you trying to monitor?
You can see the DLU usage on CUCM 8.6 under the licensing section.

I believe the customer wants a "single pane of glass" to view their DLU usage without having to navigate to multiple windows. If ELM will allow for that, I think that's all they want accomplished. When they upgrade to 9.X they understand it will open up more functionality for them, license-wise.
