There is not automated tool that I know, however few lines of any scripting language can easily generate the basic configuration.
That will not solve however the need for assigning MAC address to ephone, and name and label to ephone-dn.
You can look into the "extension assigner" TCL/IVR script to make the configuration from a phone, but in my opinion the job of having it correctly set up, and train people on how to use it, exceeds the job of configuring manually.
