Error Occured While retrieving information from database.The connection to the CUCM Publisher is down

When i login into cups pub its pop ups with this error "Error Occured While retrieving information from database.The connection to the CUCM Publisher is down"

Db replication

Index error :List Index out of range.

Please let me know the fix.

Is your CM publisher up?? Provide the output of show tech network hosts and show version active from your IM&P and CM server

Got fixed by TAC ..
After IM&P upgrade, Customer got DB replication error for the same
 
 
Problem description:
After IM&P upgrade, Customer got DB replication issue and Disk/Active Space is 100%.
It is hitting Bug ID CSCux90747. We made workaround for this Bug and it fixed the issue.
 
Action Taken:
 
++ We tried to login with IM&P Pub and it shows following error as below :

++ After restart, We have found that Disk/Active Space is 100% utilized.
 
++ This is hitting Bug CSCux90747
 
++ We have made workaround for this Bug ID CSCux90747 by deleting / adding logs which helped us to reduce Disk/Active Space to 50%
 
++ After the workaround, Issue got fixed. IM&P server and services came up. Customer have confirmed the same.
 
++ Enabled HA Availability in CUCM.
 
++ Requested Customer to install the VMWare COP file (ciscocm.VMwareTools2016a.cop.sgn) in both IM&P Pub and Sub.
 
++ Please take backup for the IM&P Servers.
After TAC i have seen High availability failing as XCP message archive service is failing .It was due to firewall was blocking external database .
It got fixed we where able to login to Jabber form inside LAN.
We have MRA
As we upgraded VCS  from 8.5 to 8.8 we where not able to login through Internet .
 Reverse DNS entries for Exp-E in the internal DNS are needed.
A documentation defect has also been filed for the deployment guide to specifically mention Exp-E as well: https://bst.cloudapps.cisco.com/bugsearch/bug/CSCva34006/?reffering_site=dumpcr.

Hi,

Please send the output of the following from CUPS PUB and CUCM PUB

Utils service list

utils dbreplication runtimestate

utils ntp status

utils diagnose test

show status

show version active

1. Have you tried rebooting the cluster?

2. Is it a new installation or you recently upgraded IM&P? If you have upgraded IM&P then make sure the base version should match it with what you have on CUCM. for example if CUCM is 10.5.2SU1 then the base version for IM&P should also be 10.5.2.

I have tried to restart CUPS PUB now cisco DB is not running.

Services starting taking long time to come up some not yet up and running.

vcpu 0 and memmory 0

please advice..
