CME locales are simply zip files.

The file you're asking about is contained in CME 8.6 locale, that you can download from cisco.com.
There is no need to re-invent it.

Reason I'm asking (maybe I should have been more explicit in my initial post) is that I'm using Asterisk rather than CME with my 99xx SIP handsets.
Therefore I have no way of getting at the g4-tones.xml file within the Cisco CME locale package - although I have downloaded a copy of the relevant po-locale-en_GB-9.2.1.1000-1.cop.sgn file. Unless there is a clever way of extracting said file without using CME?
