I just completed setting up EMCC on two clusters and I have an error message - Login Unavailable (11) when I attempt to log in.

The error means 'Phone record entry is absent in the device table."
How do I solve this issue?

Hi ,
first off , you need to ensure EMCC URL is correct eg no space or additional letter etc, try retype and save again.
Second ,in Clusterview do you see other cluster info and are EMCC, TFTP services enabled?
Also make sure EMCC is checked in intercluster service profile.thanks

In Clusterview - I did create a new remote cluster - ALL services are activated except for LBM & UDS. still getting Login is unavailable (11)

Can you check if the MAC address of the IP Phone is mentioned in lowercase or uppercase? In case it's in lowercase then please change it and mention it in uppercase only.
Verify that you are not missing out on any configuration related to EMCC:

In case, the configuration is fine then please enable and collect App and Syslogs, Extension Mobility and EM Application logs after reproducing the issue.

Hope you haven't missed enabling EMCC on end user profile as well ,we sometime miss small things.
If still the same then collect logs as suggested below by Shahank.thanks
