external call forward to an external number is not working fine.

when I try from the external number and forwarding to any external number in CME is not working.

It is a sip call. I am attaching the running-config.

There is a firewall is using for internet connectivity. A normal outgoing call is fine.

You may try to add under Telephony-Service the command

transfer-system full-blind

At any case, if you like please enable the "debug ccsip calls" and place the result here to identify the root cause of the failure.
