Hello,
Our ELIN numbers are getting "wardialed" on a regular basis. The call gets routed to CER, but there is no 911 match. The call then gets routed to our onsite police through the onsite alert setting (And are getting pissed). When there is no 911 match in the CER database does CER use the default ERL? Just trying to wrap my head around this. Thanks in advance for all the help.

When the match is expired (it is maintained for 2 hours after 911 calls was made using the ELIN) the call back goes to the first listed on-site alert for that ELIN/ERL.
What you can do is build a dummy onsite alert that is not routable or goes to call handler and assign it as the first onsite alert in the ERLs.

From CER admin guide:
Symptom Onsite alert (security) personnel get callbacks from the PSAP.
Recommended Action Emergency Responder routes PSAP callbacks to the onsite alert personnel for the default ERL if ELIN-to-extension mapping for the emergency call has expired from the cache. By default, this is three hours, although you can configure expiration to be a longer or shorter time.
