Fax machines on VG224 are not working - Failed Busy

We have a large number of VG224s that have a mix of SCCP and MGCP protocols on each of them.

We have been receiving reports that a number of the fax machines are getting Failed Busy when they try to send a fax.

The programming in CUCM looks correct, but I am thinking the configuration file on the VGs are not correct. Unfortunately, my team no longer has any individuals that have worked with these before.

First I need to get my fax machines working again properly and then I would like some guidance on creating and updating configurations as well as an explanation as what each section means.

Is it failing for both incoming and outgoing ? Or is it failing for outgoing only ?

Can you elaborate a little more about your issue. Have you tried connecting an analogue phone and test the basic calling from these ports...
