One wing was placed as a gateway network, everything is working, but when I do CalFallback test the phones do not record on local CME,
What could be? Anyone would have any idea?

Do you have all proper SRST configuration in place?? In CUCM?? and SRST GW???
Anything blocking communication between phones and SRST GW???
Debug ephone registration to see if they're actually trying to register or not.

You need to check config on both, SRST and CUCM, and you have SRST, NOT CME, judging by what you posted.
