Karthik,
Uploading phone firmware to CUCM will not result in phone reboot ( no impact on phones at all ). Whenever phone reboots next time, it will find new firmware in TFTP & upgrade the firmware.

No, restarting TFTP Service will not result in phone reboot.
Usually, TFTP service is restarted when the phones doesnt upgrade the firmware ( post phone reboot ) themselves even after the new firmware is installed on CUCM.

Karthik,
This is a typical case where phone needs intermediate upgrade before reaching to destination version. Do let us know your present & desired phone firmware version and we should be able to help you with intermediate firmware version to which you will need to upgrade the phone first.
