IP Telephony and Phones

I have 3 MCS servers in my telephony cluster1-Pub and 2-SubsEM is only configured on the Pub, if the pub goes off-line, I know the EM feature is gone...Question -    Can I run EM on 2 of the 3 servers at the same time?
