Is it possible to force a remote site to use only the local PSTN gateway even for internal calls using the method in the subject? The idea would be to go into Location Cofiguration and set Audio Bandwidth to something like 1k. Would that then force all calls to extensions at other sites to go out the PSTN gateway using the AAR 10 digit dial number? What about calls TO the site where bandwidth had been lowered to this 1kbps. Would all calls to that site likewise go via AAR? Thanks.

Yes, since AAR kicks in when there is not enough BW to place calls to that location.

Be careful if you have centralized voicemail in different Location as that will be affected as well. You can certainly re-route calls to voicemail as well under AAR though there are few considerations, i.e. RDNIS, diversion header, DTMF method over anlog to deliver originally dialed number to when call hits voicemail.
