Force using a PIN to log onto CP-8841 phones with CUCM 12.5.1

I want to force users to log onto CP-8841 phones with a PIN or a user password instead of just anyone being able to use a phone that is registered to my CUCM. Can please someone explain how to do this? 

My environment has a CUCM 12.5.1 and CP-8841 phones registered to it. Users have an end user account in CUCM with a password set but not used. My understanding is that the user account is just for licensing and to assign a number to a phone. As long as the phone can register to CUCM a user does not need to use a PIN or password to use the phone.

I want users to enter a PIN or username/password before using a phone but I am a newbie to CUCM and telephony and do not know how to implement this in CUCM.  As a start, if there is a way of setting a PIN on the phones from CUCM so that the phone cannot be used without the PIN that would be good.
