Forward no answer external not working

We have a Cisco Model ISR4451-X/K9 router with Cisco IOS XE Software Version 16.03.05 as H.323 voice Gateway and Cisco Call manager version: 11.5.1.22900-28. Voice gateway connected to PSTN with 4 PRI (E1/T1) ports.
I set “Mobile Number A” for Directory Number(DN) Forward No Answer External but When outbound call established to DN After No Answer Ring Duration the call drops but “Mobile Number A” still ringing!!!
Forward All works Fine with same scenario.

Can you please make a call to that extension from external while activating these 3  debug commands and post the output?

It seems that you send the a wrong calling number to the PSTN.

Can you please call the mobile number from the same extension and post the same logs

Also... When you call the internal DN from an external user, what is the exect behaviour?

I send the a originator calling number from h.323 gateway to the PSTN.

I figured out external source treated as internal call and CUCM used "Forward No Answer Internal" for external call, but this scenario it works fine for "Forward All". I gather the logs you requested tonight and tomorrow I will send to you.

I set call classification = "use system default" for h.323 gateway config

and set call classification= "Offnet" for route pattern definition
