I have the ANI of the caller.
I am currently running CUCM 7.15. The caller is calling late at night and absolutely filling up our general voice mail box with racists and other hateful language (every night).
I know the blocking statements to make on our Cube, but I am afraid she is coming in via one of our 800 numbers which would be on a PRI. (We have several of these gateways).
Can the inbound number be blocked in the Call Manager? And if so, how?

I do not believe there is a way to block incoming calls in 7.1.5. If your gateways are H.323 then you can certainly block calls based on incoming number that way. You would have to create the following -
voice translation-rule 100
rule 1 reject /8675309/ **insert actual number**
voice translation-profile call_block
translate calling 100
add the following to your incoming dial peer -
call_block translation-profile incoming call_block
