Help blocking specific inbound caller ID

I trying to block a specific number that continually calls in and harrasses one of my buildings. The process for doing that... well, I'm struggling. I'm definitley NOT a CUCM guy, though I'm trying to learn.

Anyway, I make a Partition for calls to go through and another for calls to be filtered. I make a CSS to match them. 

The directions tell me to make a Translation pattern of "!", but it tells me that Translation Patterns cannot begin with that.

I could really use help CUCM 11

Whats the call flow?

The calls are coming from the PSTN?

Thanks. I do know about searching and found & followed this very same walkthrough. As stated in the OP, on step 5 when it comes to creating the translation pattern I get an error saying the the TP can't begin with a !

We have this setup and we have translation that has the match set as !

Could you please share screenshots of your configuration?
