Hotline in CUCM 8.6 doesn't work

Hi

I configured a hotline ( hotline PT , hotline CSS, translation Pattern ) in my CUCM 8.6 and I test it successfully on two phone ( 8945 and 7975)
When I change phones (6921) it's not working I don't know the problem.
I verify the configuration and creat a new hotline but still not working.

Please I want to know how to solve this problem

Is the 6921 running sip load? If so, ring down feature does not work with SIP phones.
