Solved: How MOH works

I have a .wav that is uploading and working on CUCM for MOH. The wav file that I have uploaded is 22 Minutes and 30 seconds long. Currently every time someone is placed on hold the MOH wav file plays from the beginning of the file. Is there away to configure MOH to start play at the middle of the wav file or 3/4 through the wave file?

No, you can't choose when the MOH file begins to play.

On unicast it will start from the beginning for anyone who is put on hold, on multicast it will play on a loop and you'll start hearing at whatever point it was when you're put on hold and join the multicast.
