As per Cisco PLAR can be configure for sccp and sip phones but when i m trying to do on third party sip device sip dial rules option is not available.

Hi,
You cannot configure PLAR on Third party SIP phones.

I am not aware of any method on CUCM that would make it work.
You might have to compromise with dialing a number which you can assign on a translation (isolate the pattern by partition) pattern and put the desired destination on called party mask.
I was going through an article where some third party settings itself had PLAR option, you can look for that.
