how to program line buttons with 7861

I know we can program line buttons with ip phone like feature button.

is it possible to program first button to speed button with 7861 and second button as line button?

I tried to program it with button-layout but show me "first button must be a line button"

Simple answer is no you can not do that. As @Nithin Eluvathingal wrote line one is dedicated for a line and that can not be altered.
