I am currently running CUCM 7.1.2 and our T1's are filling up between 1800-2200. Despite my recommendations my bosses want to limit calls to 800 numbers to 15 minutes. How would I limit the call duration, and if I can, how would I apply it to only certain phones? Even better, is there a way I can have this rule only apply during the peak hours that the T1's are maxed?

you limit max call duration in the cucm service parameters to what you need
do it manually every day between 1800-2200
or you could block calls to 800 if you need from the route pattern, assign this route pattern partition to a time period, so you could block 800 calls only for your needed time

The aforementioned CUCM service parameter affects ALL calls.
CUCM has no way to achieve what you want automatically.
You would need to do TCL scripting and use an H323 GW to do so.
