Hi Folks -
I have had this issue before and its back to haunt me again...
I had a new gateway up and registered to the call manager yesterday and the PRI was registered and calls were working correctly. Then this morning we needed to swap out the cable for the PRI as the original was damaged. Once we pulled it out and put it back in it the PRI is now showing as unregistered in the call manager...?
What have I tried:
1. no mgcp
mgcp
2. remove the isdn bind-l3 from serial interface
3. shutdown controller and bring back up.
4. removed and re-added the command:
ccm-manager config
5. I removed and re-added the MGCP bind control source -interface command.
Nothing has worked and the PRI remains unregistered. A show CCm-manager gives:

What is the output of 'show isdn status'? Have you tried any MGCP debugs (ie debug mgcp packets, etc...) ?
try the following:
-no mgcp
-remove all mgcp bind commands
-mgcp
I know you stated you did both of these steps, but a lot of times it depends on the order in which they were done.
If that does not work, can you post your MGCP config?

Is layer 1 fine?
Check show isdn status.
It should show layer 1 status active.

Hi
Most common error with MGCP is the gateway having a domain name assigned after deployment - this changes the MGCP Domain Name from hostname, to hostname.domain.etc (where you have it blanked out)... the CUCM needs updating to match.

Check also the isdn bind-L3 commend under the serial, there is an issue where-do not ask me why or how , disappears
