Inbound International Call issue for one user

I have a Customer who requested the ability to make international calls (by default we only allow National calls) so I set his DN in our INTERNATIONAL CSS.

 

He can now make international calls, but I just got the following ticket in for him:

 

"Customer reports when people call him (from overseas) they receive a this number is not in service message.  Their calls ring twice and when he picks up no one is there." 

Um, What?!?  How to they get a not in service message, but your phone rings?!?  how do I even begin to troubleshoot inbound international calls?  DNA?  We are running CUCM 11.5.1 out two ISR 4431's to the PSTN.

Debug the GW where the call is supposed to come in, do you see it it?? if not, then it's not even hitting your GW and you need to call your telco to find out where they are sending that number (I'm assuming you own whatever number they're dialing)

If you see it, then follow regular troubleshooting for inbound calls.
