Incoming call received when dialing out.

I have setup a new site in CUCM 10.5 that is using a H.323 gateway for inbound/outbound calls. The users are reporting to me that sometimes when they try to dial out they receive an incoming call before they are finished dialing. They explained that they pickup the phone press 6 and hear secondary dial tone, start dialing the number and then hear someone talking on the line before they finish dialing the number.

All incoming calls are routed to a hunt group and this is happening on phones that are not part of the hunt as well as phones that are. The H.323 gateway is setup with POTS lines connected to FXO ports.

I have attached the gateway config

I also need to mention that I have another office connected to the same router using the same route patterns (different partition) without issues.
