we have CUCM in China , India and US, i have created ICT ( non gatekeeper control) between them, call is happening when i am calling from USA to China but when i am calling form china to USA call is getting dropped same thing is happening between US and India.and both way call is happening between India and China.This is first time we are trying to create connectivity between these clusters.
We have CCM ver 4.1.3 in USA, 6.1.2 in India and 4.2(3) in China.

Hello,
You'll need to take detailed CCM traces from all nodes during the entire setup and failure of the call. Those traces will give you the information about why the call is failing.

You mentioned that the call gets dropped when calling from China to USA, does it get connected and then drop or it doesn't get connected at all?
What do you hear when caling from China to USA? Fast busy,dead air or any other message from the Call manager?
Make sure the connectivity is fine between the call manager clusters by performing ping tests.
Make sure that the call is going out of the ICT by performing a DNA on the China CUCM. Also check whether the inbound CSS on the ICT at USA has access to the phones registered to it.
Have a look at the following doc as well to ensure that you have included all the call managers in the CUCM group which is mentioned in the remote destination IP of the other end ICT.

Thanks for all your suggestions.
After throughout testing i found that signalling ports were blocked in the firewall which was causing the problem. After opening the ports calls are working fine.
