first off it is
Cisco Unity Connection version: 9.1.1ES23.21019-23
We have multiple buildings in our system and I am having problems at one of the buildings.
When I call any of the extensions in the building from another extension in the building. the phone will ring until not answered and voice mail does kick in. I leave a message and hang up.
The phone never shows it has a message. When I go into unity connections and look, it also shows no message was left. If I call from a different building to this building and leave a message it does show up.
The other problem in this same building is that when they do have a message and want to forward it to another extension, they go through the complete process and when they press the pound key to forward the message. the system says that it cannot complete the call at this time and hangs up.
All help is appreciated.

Hi Kevin,
To me, it sounds like a CSS/Partition issue. Have a close look
at those settings for the phones in the "trouble" building

OK, Here is what I found with this problem and it fixes the issues at hand. Right now, because of the way we do our programming we do not have a display name under the field User basic screen. Once we enter even just a letter the problem goes away. We never had to have a display name entered before. thsi problem started after we did an upgrade to the current version. Does anyone know if this is a bug or a fix for something else?

I see time has gone by with this thread but i would just like to add additional input in case anyone else runs into this problem.
Applicable bug for this is: CSCtr35533 CUC Message delivery fails when Display Name contains special character
Fix should be ready in CUC 10.x
From the CUC tracing perspective you would see the following output on the Conversation Manager traces, in the example below you can see that s="" is where the displayed name should be and in this case is empty:
