IP Phone to external PBX- no ring back heard

Hi All,

Call flow

IP phone-->CUCM6-->GW1---(T1PRI)--GW2(PBX)-->PhoneA

When the ip phone calls phoneA no ring back is heard but the ring is received on phoneA end. The call connects and both parties able to hear each other properly. I have researched this issue and have added the progress_ind commands under the dial peer pots and no luck. I upgraded the router to

c2900-universalk9-mz.SPA.152-4.M1.bin and no luck.

I did a debug isdn status and i received the following input, does this give an idea of what might be causing the issue. I have also attached the sh run of GW1.

What did you set the value of progress_ind ? Have you set it to 8 ?

Yes i did set that to the pots dial peer, please see configs attached to the first response.
