IP Phone with two directory numbers

Hi, I have a Cisco 7941 IP Phone with two directory numbers configured. One of them works well, but the other when receives a call rings once and then puts the busy tone. This phone can make calls without problem. Please tell me what can I do to solve this issue.

Can you check the Max Number of Calls and Busy Trigger settings on the DN and make sure they are not set to 1 or even 2?

What call platform, CUCM, CME, or something else?   Are they separate numbers on a single line, or two separate lines?
