IP phone get ip address from dhcp server (voice vlan and ip-helper) when connected to an access switch, but without the CUCM it will keep trying to register with CUCM. My question, in this situation can the ip phone (without registered to CUCM) ping by other devices like core switch or other segment IP (assume that all switching and routing are done)?

From what I have read "Yes" you should get a reply from the phone if it has a valid IP address and GW from your DHCP server.
Have you tried a ping from the closest router?

Not yet, because my CUCM is still up, i wonder if the ip phone will go through CUCM first then only reply the ping request? Is there a way i can ping from ip phone itself?

Yes you can ping it and this a test of ip connectivity to a phone when it has trouble to registere to CUCM
