IP phones (7960) in remote office fail first outgoing call

I have 10 users with 7960's in a remote office.  the phone stations hang off my main call manager in the central office.  At least 70% of the time a remote user attempts to make an outside call they recieved the alternate dial tone after pressing the number for an outside call, but after dialing the number they recieve a busy signal.  if they hang up and dial again, or hit redial, the connection is made without any issue.  If the user waits long enough between calls, the issue repeats.  Thanks!

Hi

    Are you using isdn ports, if yes, please check whether your one of the isdn ports is down(by issueing show isdn status command), as this may that issue.

Thank you for the reply.  We have PRI's and this issue does not affect any of the 100+ users in the central office.
