I don't think you will be able to charge Iphone or any other device for that matter using those USB ports. As stated in Data Sheet
"2 USB ports accelerate the usability of call handling and applications by enabling accessories such as the Cisco Unified IP Camera, wired and wireless headsets."
http://www.cisco.com/c/en/us/products/collateral/collaboration-endpoints/unified-ip-phone-9951/data_sheet_c78-565680.html
Check below Guide as well. You will only be able to connect the Devices mentioned in the Accessories section to those USB ports

Edit to the O.P No where in the documentation, it says that these ports can be used for charging purpose and therefore it is not working and will not work either.

Can you go to System >> Enterprise Phone configuration and check if the USB port is enabled or not. Please note parameters that you set in this window may also appear in the Common Phone Profile Configuration window and in the Phone Configuration window for various devices. If you set these same parameters in these other windows too, the following order determines the setting that takes precedence:
1) Phone Configuration window settings,
2) Common Phone Profile window settings
3) Enterprise Phone Configuration window settings.
